If walking from the station seems difficult, take the Mie Kotsu Bus City Park Town Line "To Chuo Hospital" or the Asaka Ono Line "To Ishi Ureshino" and get off at the "City Hall" bus stop, which is a 3-minute walk away. Additionally, there is a Matsusaka City parking lot at the castle ruins, so make use of it when accessing by car.
